CHIEF OF POLICE
SUMMARY OF POSITION
Administers a comprehensive program for crime prevention and law enforcement which assures that peace is maintained in the community through supervision and management of the overall operations of the police department and coordination of city police work with outside officials, organizations, and the general public.
Essential Duties (Included but not limited to)
- Supervises department employees, including hiring, training, assigning and reviewing work, conducting performance evaluations, disciplining, terminating, and recommending changes in pay
- Plans for and manages the overall operations of the Police Department
- Researches, develops, and makes recommendations to the mayor and city council on department goals and objectives
- Develops personnel recruitment, processing, selection, and training policies for police department personnel
- Determines and directs department policies regarding discipline, conduct, and internal investigations, that are consistent with the overall policies of the city, and makes the decision in disciplinary matters
- Prepares annual departmental budget estimates and monitors and controls expenditures against the city council approved departmental budget throughout the year
- Plans, organizes, develops, coordinates, and directs police department functions and support services in the enforcement of laws and ordinances, the prevention of crime, the investigation of traffic matters and criminal cases in the protection of life and property in areas including:
Criminal investigations and control of criminal intelligence data;
Traffic enforcement and accident investigation;
Patrol coverage and response to calls;
Property and evidence control;
Detention and release of persons held in custody;
Internal investigations;
Communications and reporting operations
Maintenance of department equipment and facilities
REQUIRED KNOWLEDGE (Included but not limited to)
- Comprehensive knowledge of the principles and practices of modern police science, administration, and crime prevention
- Modern police equipment and scientific methods of crime detection and investigation, criminal identification, and radio communications
- Use of police records and their application to the solution evaluation of police problems, as well as the effective planning of police programs and assignments; knowledge of criminal, civil, juvenile, and traffic laws
- Knowledge of departmental procedures, safety rules and regulations
- Knowledge of court systems and procedures
- Knowledge of municipal budgeting and cash management systems
- Knowledge of emergency management procedures.
Skill/Ability (Included but not limited to)
- Supervise and motivate employees
- Plan, assign, coordinate, and conduct the work of varied functions with a municipal police department
- Analyze police problems and plan corrective policies and procedures
- Read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations
- Write reports, business correspondence, and procedure manuals
- Effectively present information and respond to questions from groups of city officials other law enforcement officials, media representatives, and the general public
- Calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume
- Apply concepts of basic algebra and geometry
- Define problems, collect data, establish facts, and draw valid conclusions
- Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
ACCEPTABLE EXPERIENCE AND TRAINING
- Bachelor’s Degree in Law Enforcement, or a related field, plus at least five years of experience in municipal law enforcement, including at least two years of supervisory experience
or
- High school diploma or its equivalent, plus 60 hours of college course work in Law Enforcement or a related field, plus at least eight years of experience in municipal law enforcement, including at least three years of supervisory experience
CERTIFICATES AND LICENSES REQUIRED
- Master certification by the Texas Commission on Law Enforcement Officer Standards and Education
- (TCLEOSE)
- Current valid Texas Peace Officer License
- Basic or intermediate certification by the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE), plus any equivalent combination of experience and training which provides the required knowledge, skills and abilities
Job Type: Full-time
Pay: $79,060.00 - $103,688.00 per year
